When you download the programs or applications in the Internet Explorer in Windows Vista, such downloaded files are placed inside the “Downloads” directory by default. This directory is in real situated at c:\users\Your_USER_NAME\Downloads.
If you want to make downloads as much easy to access as possible then you must do it only by situating a link to the folder of the download state directly from the start menu. On the other side, allow the Start Menu to expand up to a menu that displays each and every download, allowing you to have easy access to deletion and power options as needed.
How to display link or Menu to Downloads in Start Menu:
